The Rural Education Research Alliance (RERA) is composed of rural educators throughout the seven-state REL Central Region (Colorado, Kansas, Missouri, Nebraska, North Dakota, South Dakota, and Wyoming), including associations of rural superintendents and principals, state department of education staff, and university researchers. The alliance is initially examining indicators to use for studies of rural districts that have been successful in narrowing or closing the achievement gap between students who qualify for free or reduced-price lunch and those who do not and students who qualify for English language learning services and those who do not to identify and examine educational practices associated with gap closure at the district level. The group has developed a set of indicators of gap-closure and has asked for a summary of the literature. The group will use the indicators to identify districts that have narrowed the achievement gap and ask superintendents from those districts to share practices and policies.

Research Questions

  • Which rural districts in alliance-participating states within the REL Central region have increased academic performance and closed the achievement gap between high-poverty and more affluent students, and by how much?
  • Which rural districts in alliance-participating states within the REL Central region have increased academic performance and closed the achievement gap between English language learner students and their English-proficient peers, and by how much?
  • What policies and practices related to teaching and learning (curriculum, instruction, assessment, and professional development), leadership (instructional leadership, district governance, and strategic planning), and operations (fiscal, human resources, and organizational structure/culture) are associated with achievement gap closure in rural schools?
